A turn in Le Havre consists of two parts, First distributes goods onto open offer spaces and then you may take an action. As part of your action, you may choose to either take the goods or do something else. The upside to leaving them is to let the goods build up in the next round so that you will be able to take more. But beware of your opponents who may choose to take these goods now. For your actions, you will also be able to make buildings which are investment opportunities as well as a revenue stream.
After a predetermined amount of rounds depending on the number of players, the game will end. The person who has amassed the most wealth wins. The best part about Le Havre is that an individuals wealth cannot be hidden which creates a sense of urgency for other players. Strategy surrounds both development and sabotage making for a competitive game.
